    That's like when some city governments wanted to pay the "thugs" not to do "thug things." It's a comedy. It's simply the good-idea-fairy striking again at the whim of the bleeding heart weaklings that don't want to treat the enemy like the enemy. Well, let's continue watching to see how that works out for them.
