It depends on the definition for sure.

They may argue that polygonal rifling are not grooves and so the ovoid twist bore is also not grooves. The polygonal is legal in pistols and so should be the ovoid since both could be considered smooth bore. I can not see any other explanation at the moment. I hope this is the case since then it throws a lot of the ATF regs into the garbage can. It would be possible to make non-NFA SBRs of 26 inches overall length.
Sometimes, but not often, one has to love lawyers lol.

I better get to making rifled bullets to cash in on this.
The government selectively enforces laws, so I selectively follow them.

Maybe you are thinking of this.

    Whitworth Rifle

The Whitworth rifle was, arguably, the first long-range sniper rifle in military history. This innovative rifle was designed by Sir Joseph Whitworth, a famed British engineer and inventor. In an effort to overcome the weaknesses of the British infantry rifle (the Pattern 1853 Enfield), Whitworth began working on his new design in 1854

It seems like alot of drama just to be able to use a "real" M4 stock. Just sayin.....

My question is more of a how does it perform, less of how is it legal. Rifling OR no rifling, who cares? This loophole or that one, who cares? Does it WORK--that's what matters....

If it 1- is not accurate than it is not so useful
If it 2- is not legal, but is accurate, it unusable.
Both are necessary for the civilian to possess and use.

I wonder if they made a smoothbore but added some variation of a rifled choke, like is sold for shotguns, as a muzzle device.

That it would be a silly and complicated innovation just to add a stock doesn't mean that someone wouldn't try to make a buck making them if the lawyers approved it.
